La Confédération suisse est un État fédéral composé de 26 cantons, qui jouissent d’une importante autonomie administrative et juridique (Office fédéral de la statistique [OFS], 2022). En 2020, la Suisse comptait 8 670 300 habitants, dont la majorité parlait l’allemand (62,3 %), et des minorités le français (22,8 %), l’italien (8 %) et le romanche (0,5 %). Après l’annonce des premiers cas de Covid-19 en Suisse fin février 2020, le Conseil fédéral a d’abord décidé d’interdire les manifestations de plus de 1 000 personnes dans tout le territoire. Quelques semaines plus tard, la Suisse est formellement placée en « état d’urgence », selon la loi sur les épidémies, et ceci de façon concomitante avec d’autres pays européens. La situation exceptionnelle d’état d’urgence a permis temporairement au Conseil fédéral de prendre des décisions sans besoin d’approbation parlementaire ou cantonale, comme le début du semi-confinement, l’interruption des activités éducatives et la généralisation de l’éloignement social.
The Swiss Confederation is a federal state made up of 26 cantons, which enjoy considerable administrative and legal autonomy (Federal Statistical Office [FSO], 2022). In 2020, Switzerland had a population of 8,670,300, the majority of whom spoke German (62.3%), with minorities speaking French (22.8%), Italian (8%) and Romansh (0.5%). Following the announcement of the first cases of Covid-19 in Switzerland at the end of February 2020, the Federal Council initially decided to ban demonstrations of more than 1,000 people throughout the country. A few weeks later, Switzerland was formally placed in a "state of emergency" under the law on epidemics, at the same time as other European countries. The exceptional state of emergency temporarily allowed the Federal Council to take decisions that did not require parliamentary or cantonal approval, such as the start of semi-confinement, the interruption of educational activities and the generalisation of social distancing.
